Statistic of the Month: Is looking at total budget allocations to persons with disability enough?

Governments often announce how much they spend to improve lives, including spending on disability. But totals alone tell us little: does the money meet people’s needs, reinforce exclusion, or even get spent? The real question is how much of what, and toward what.
