The Constitution of India has made it mandatory for both the Central Government and the State Governments to get their respective Budgets approved by the Legislature.
The budgetary process in India, like in most other countries, consists of the following four phases:
- Preparation
- Enactment
- Execution
- Legislative Review of the Budget Implementation
The financial year starts 1st April and ends on 31st March. The enactment of the financial bill happens on the 1st of February.

CLARIFICATIONS ON INDIA BUDGET DATA
GDP – Gross Domestic Product: The sum of the market value of all the goods and services produced in the country during the given period. This allows for comparison between national economies and also across time.
Budget Estimate (BE): These are projections of Governments’s ependiture or receipts during the financial period.
Actual Expenditure (Actuals): pertains to the financial year preceding the previous financial year. This shows the actual figures for Government expenditure or receipt during that financial period.

The dashboards include:
- Comparison of overall total allocations specific to persons with disabilities to GDP and to social sector allocations as a percentage
- State-wise allocations specific to persons with disabilities in real value
- Per-capita allocation – This has per-capita allocation for overall value and state-wise per-capita allocation for the state level allocations
This section includes:
- Overall allocations across sectors such as education, employment and skill development and social protection.
- Comparison of allocations across sector to persons with disabilities to GDP
- State-wise overall allocations across sectors
- Comparison between Union and State Government’s allocation to persons with disabilities under different sectors
- Flagging concerns over compliance of allocations to CRPD
CLARIFICATION
All states in the country runs programs related to assistive device, rehabilitation services, employment and skill. However, the dashboards here reflects 0 allocations in some sectors in many states. This implies there is no data available on the actual allocations to these heads in the budget documents.
