About the report
Budgeting for Disability Inclusion: Budget and Policy Analysis presents a CRPD-compliant budget analysis of Kenya covering fiscal year 2019/20 to 2023/24. The report maps laws and policies related to disability inclusion and links them with specific budget allocations. John Wambua and Macharia Njoroge prepared the report for the Center for Inclusive Policy (CIP).
How do Kenya’s budgets support its commitments to disability inclusion? Answering this question requires examining budget allocations, expenditures, and the programmes they support.
Budgeting for Disability Inclusion: Budget and Policy Analysis examines these questions across five fiscal years, from FY 2019/20 to FY 2023/24.
What does the analysis examine?
It assesses the extent to which Kenyan Government budgets comply with the Convention on the Rights of Persons with Disabilities (CRPD).
It examines county, national, and sector budgets and allocations. The analysis covers allocations and expenditures related to disability inclusion across sectors including education, social protection, and employment.
What are the main findings?
The report identifies gaps in budget adequacy, coordination, and participation. Two findings highlight why CRPD-compliant budget analysis matters:
- Some funds are allocated to disability programmes that do not necessarily enhance realization of the rights of persons with disabilities.
- There is limited meaningful involvement and participation of persons with diverse disabilities in the policy development and budgeting processes, as well as in programme design and implementation.
The document examines these findings across ministries and programmes, alongside detailed budget allocations, expenditures, and recommendations.
